  1. Click on 'Structure' in the admin toolbar.
  2. Click on the 'Taxonomy' link.

  3. Click on the 'list terms' link for the taxonomy you want to manage.
  4. Use the drag-and-drop handle of each term to reorganize the terms as desired. To group child terms (children) under a parent term, drag each below and to the right of the parent term.

  5. Click the 'Save' button when you are done making changes.
