For most use cases, developing for the mobile web makes more sense as it will be supported across all mobile devices and is not restricted by any publishing methods. Unless your use case requires one of the native features of the device, such as notifications, it will often make more sense to focus on the web instead of a native application.

ITS also encourages web developers to implement responsive design practices with their web sites. This will allow the same web site to function well on both desktop and mobile form factors.
