Yes. All university owned portable devices (laptops, tablets, and external storage drives) will use full disk encryption.  

The information on any computer changes regularly, and it’s not practical to constantly monitor what’s on the device to look for newly created sensitive data. The most logical, effective safety solution is to encrypt them all.

It should be noted that CDs and DVDs do not support full disk encryption, but consideration should be given to the information being stored on them, and whether the files have a sensitivity that necessitates encryption before being saved on this type of media.
