What does that mean to you and your end-users?

After the change is made, if an end-user has a PST file in an area that OneDrive is trying to sync (e.g., Desktop, Documents, or Pictures), you will get a message like the image below. The ITS e-Communication Team strongly recommends moving these files to Office 365; whether they are on the local hard drive or on a network share. As we work through the process of getting all of these files moved to Office 365, blocking the sync of the PST files should help keep the OneDrive sync clients healthier and give a message to the end-user that is easier to understand.
